The test suite is not correct. Since the anchor is an <a> tag, and the CSS reads A:active, Mozilla's behavior is valid. I believe new CSS2 test suites are in development at W3C.

Verified. The suite is testing CSS_1_ compliance, and the behavior of a:active is different in CSS1 and CSS2. Mozilla implements CSS2.
