20027 - Round buttons get slightly clipped on mouseup

Overview Description:

Slight clipping of the round buttons in the new skin.

Steps to Reproduce:
1) Click on a round button.
2) Optionally, drag away from the button.
3) Let go of the button.

Actual Results:

The button seems to get clipped at the left and top about 1 pixel on mouseup,
probably by a box that's one pixel too far Southeast, regardless of whether the
button actually gets fired.  Mouseover restores the button by redrawing over it.

Expected Results:

The circle should remain a circle.

Build Date & Platform Bug Found:

Linux 1999112208, also tested on Windows.
