200303 - Manage Bookmarks and File Bookmark does not work

1. The "Manage Bookmarks" window used to allow cutting and pasting of bookmarks
but not the "Cut" menu item is always ghosted.

2. The "File Bookmark" only displays the first 10 folders.

Reproducible: Always

Steps to Reproduce:
1. Select "Bookmarks/File Bookmark".

2. Select "Bookmarks/Manage Bookmarks".

Actual Results:  
1. Only the first 10 folders are shown.

2. The "cut" menu item is ghosted.

Expected Results:  
1. All available folders should be displayed.

2. The "cut" menu should not be ghosted.
