The new COMPOSE screen always comes up in Plain Text Mode with no option to
choose the Rich Text (HTML) mode.  Is this intentional or is this a bug?

Reproducible: Always

Steps to Reproduce:
1. Choose Mail & Newsgroups Icon
2. Choose Compose
3. No option to choose HTML

Actual Results:  
Screen came up in Plain Text Mode

Expected Results:  
There should at least be an ICON or drop down option that allows the user to
choose either Plain Text Mode OR HTML for any particular message.
Never Mind ... I found it!   You have to let the program know that you want to
use the HTML composer (even if the majority of your email on that email address
is Plain Text).  No problem with the program only the user.
