Bookmarks has quit choice in menu. It should only close bookmarks not the whole browser

If I choose to manage my bookmarks and then close down that window I select the
bottom choice in the File menu.. what happens? IT CLOSES THE BROWSER TOO!
Now the choice says Quit and above it is Close but the default choice for the
browser window should be close not quit...
It should at least ask if I really want to quit since I have X number of Tabs
open or X number of windows open... it's a real pain...
Hopefully this will be fixed in the Phoenix release..
Reproducible: Always
Steps to Reproduce:
1.Choose Manage Bookmarks from the Bookmarks menu
2. Choose Last choice on the File menu for the bookmarks window
Actual Results:
The whole bloody browser closes without asking
Expected Results:
To close the bookmarkswindow
Using Mozilla 1.3 compiled on a Gentoo system
Mozilla compiled without mailclient
