When a download progress window is the frontmost window, the menus function as
such: if no other browser windows are open, the menus will not display at all,
if another window is in the background, the menus will display but selecting
anything will produce no result.
Reproducible: Always
Steps to Reproduce:
1. download a file large enough that the download progress window will stay open
for a few seconds
2. close all other windows
3. click on a menu in the menu bar
Actual Results:
if no other browser windows are open, the menus will not display at all, if
another window is in the background, the menus will display but selecting
anything will produce no result.
Expected Results:
menus should work properly when a download window is active
