201006 - sometimes if I click on right bar I can't move windows couse it works like signing the text on the page

I think it's when the page's download isn't completed yet. If I click on the
very right side of the window bar then I can move the viewed page. But if I
click on the bar a bit more left the browser tries to sign the text on the page

Reproducible: Always

Steps to Reproduce:
1.open the page
2.try to move the window bar when the page isn't completly downloaded
3.click on the bar on the right side near the border of browser's window - then
it works correctly; other ways - there is this problem

Actual Results:  
The same - problem still exist

Expected Results:  
Mozilla should move the window while I am moving the window bar
