20131 - Folder w/o subfolders should never change icon

In the folder pane in the messenger window, each folder or newsgroup has a
little icon next to it.  A folder with subfolders can be expanded by
double-clicking on the folder or clicking on the triangle next to the folder.
Doing this also changes the icon (from a closed folder to an open folder) for a
folder without subfolders.

To reproduce:
1. Select and expand a mail server or a news server
2. Click in the area immediately to the left of the folder icon for a folder
without subfolders (where the triangle would be if it had subfolders).

Observed outcome: The folder icon changes, the folder is not opened. (If the
folder was selected before, the blue background changes to grey)
Expected outcome: The folder icon stays the same, the folder is opened.

Double-clicking has a similar effect.

Sound similar to bug#16915 which I opened before and have been marked as
duplicate with bug#10208. ScottP, how do you think for this bug? more similar

I was wrong.  This isn't a duplicate.  It's a similar solution, but I don't want
to own other parts of the product that may have this problem in the future. So I
will fix up the folder icons.  reopening.
