2013115 - Update copy and illustrations for Account and sync page

We need to update strings and illustrations for the new Accounts and sync page. Hopefully Bug 1995062 will be landed before this work is picked up, but if not, we'll need to create a new bug to update the copy and illustrations for that section as needed. Figma link to the Account and sync section.

• pane-sync-title3 should be updated to "Account and sync"
• account-placeholder description should be updated to "Sign in to keep your data private, encrypted, and instantly accessible everywhere you use Firefox."
• The noFxaAccount placeholder-message element illustration should be updated to match the Figma design
  • I don't know if we have the "Firefox with Props" illustration in the codebase, something to check when working on this.

According to the updated design we should remove illustrations from the placeholder-message elements in the Accounts and sync page.
