Tab tooltips are getting in the way all the time now

Ever since the addition of the "Add Note" button to the tab tooltip, the tooltips no longer hide when the mouse leaves the tab bar but is still over the tooltip. This means they block my mouse interactions with the toolbar much more frequently than before.
Example:
- Have a window with at least 10 non-empty tabs (e.g. 10x https://www.wikipedia.org/ ).
- Move your mouse to the favicon of tab 6 and wait for the tooltip to appear.
- Decide to click in the URL bar instead, by moving your mouse diagonally into it.
During this diagonal movement the mouse often briefly moves over tab 5, just before the click into the URL bar. The click ends up being eaten by tab 5's tooltip.
This is really frustrating.

[Tracking Requested - why for this release]: UI elements(tab tooltip/preview) that obstruct access to the navigation bar or bookmarks toolbar should be avoided.

Thank you for the feedback. We're working on an alternative approach to the tab hover preview panel and add note button. I'm marking this as a duplicate of bug 2008657 since I think it covers the same usability issues.
