Reproducible: Always Steps to Reproduce: 1. Load any page. 2. Go to at the bottom of the page. (Scroll down) 3. Drag bottom window edge towards down. Actual Results: Documents never move and black field appears. Happens in Win98SE as well, using Phoenix 2003040908. Seems to occur whether the "Show window contents when dragging" option is on or off.

For clarity (it took me a while to figure out what was meant), step 3. in comment 0 means "resize window vertically to increase its height by dragging the bottom edge of the window down." (It *is* hard to describe...) Another method of reproducing doesn't require a vertical resize: 1. Put browser into a window (say no more than 2/3 of the desktop in size). 2. Scroll to bottom of page. 3. Maximize window.

This bug is just like what I saw that prevented me from checking in the patch on bug 156547. Hopefully I'll be able to check that in once this is fixed, if it even does anything anymore.

The old code wasn't notifying obsevers when 'curpos' was constrained. That was OK because the maxpos attribute change was doing enough. Now it isn't.
