The time stamp ("13:39") does not include a timezone identifier ("PDT" for
bugzilla.mozilla.org ?!), making it hard to guess _when_ the comment was made
when the reading person does not know in which timezone the server resides.

Suggested fix:
Include timezone identifier following the time...
bugzilla can do this now, although not on the version currently running on bmo,
I think. ->m.o for the next upgrade

Note that current support just means putting a string at the end of all the
times, so its not very useful. Its also actully local time, rather than standard
vs daylight savings time. Given that, I don't know if its useful to enable - I'd
say no for the time being.
