201806 - combobox dropdowns a few pixels too wide

STEPS TO REPRODUCE:
1) Load http://bugzilla.mozilla.org/enter_bug.cgi?product=Browser
2) Click the down arrow on the "OS" combobox

EXPECTED RESULTS:
The dropdown's right edge lines up with the right edge of the down arrow

ACTUAL RESULTS:
The dropdown is a few pixels too wide.

This is also a problem on WinXP with Firefox 0.10 using its default winstripe
theme: the right edge of the dropdown menu is slightly wider than the box. IE
aligns the dropdown and box.

It looks like the winXP issue is bug 220125.
