User-Agent: Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.3) Gecko/20030312
Build Identifier: Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.3) Gecko/20030312

In the Message Filters Dialog are listed all the filters available.
On the right of each filter is a checkbox ("Enabled" column) where the user can
make a checkmark on/off by clicking the box to enable/disable the filter.
If the list of filters is longer than the window, a scroll bar appears on the
right. When there is a long list of filters, clicking the checkbox in front of a
"bottom" filter will force the list of filters to be refreshed and the focus is
moved to the top of the list. This makes the filter disapear from the view.
The focus should not be set on an other item like that, but instead stay on the
filter edited.

Reproducible: Always

Steps to Reproduce:
1. from the Account central view (shown on
http://www.mozilla.org/mailnews/specs/offline/images/AcctLev1.gif ) click on
"create message filters"
2. if you have some filters already, reduce verticaly the length of the "Message
filter" window so as to make the list of filters not completely visible (or add
some bogus filters to make a longer list with 15 filters for example)
3. scroll down to the bottom of the list of filters
4. click on the checkbox in front of the last filter
Actual Results:
The list has now jumped up to the top. The last filter that was marked is not
visible anymore in the list.

Expected Results:
The list should stay focused on the item being marked.

tested on Modern and Orbit3+1 themes
Still the case in
  Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.4b) Gecko/20030507
