We added a self-check integrity test to NSS 3.8 . If the softokn3.chk file is missing or does not mach the [lib]softokn3.[dll,so] file, then FIPS mode cannot be turned on. However, PSM gives no feedback to the user when clicking "Enable FIPS" if this test fails. There should be at least a pop-up dialog box.

Is this issue still present? Does it really need fixing? If there are missing files from a FF installation, all sorts of bad things might happen...
