When the mouse is held down and dragged to the bottom of the screen, the page
scrolls down when the browser is maximized or 'restored', highlighting as it
scrolls. This also works when dragging up. However when the browser is in full
screen mode, this fails to work when scrolling down. It does however work when
scrolling up. 


Reproducible: Always

Steps to Reproduce:
1.Change to fullscreen
2.Hold down mouse
3.Drag mouse down to bottom of screen

Actual Results:  
Does not scroll

Expected Results:  
Should have scrolled down and highlighted selected text.

I am using the BlueMonkey theme in Phoenix. However this does not work in the
default theme for either Mozilla or Phoenix.
