2021905 - Detailed view: 'See full forecast' link does not receive keyboard focus

Prerequisites

To display weather forecast, enable the following prefs:

browser.newtabpage.activity-stream.widgets.system.enabled
browser.newtabpage.activity-stream.widgets.system.weatherForecast.enabled
browser.newtabpage.activity-stream.system.showWeather
browser.newtabpage.activity-stream.weather.display === "detailed"

STR:

1. Open Nightly
2. Ensure that the weather widget is in the detailed view
3. Using the TAB key, move focus to the See full forecast at the bottom of the weather widget

Actual:

Keyboard-only users are not able to move focus to the 'See full forecast' link

Expected:

Mouse users are able to click the See full forecast link and go to the full forecast page for their city on AccuWeather

I was able to reproduce the issue on Win11x64 using FF build 150.0a1(20260309092903).
Verified as fixed on Win11x64 using FF build 150.0b10 and 151.0a1(20260416093720).
