None of the keyboard shortcuts work.

Reproducible: Always

Steps to Reproduce:
1. Open the Download Manager
2. Highlight a previously downloaded file
3. Try accessing one of the commands with the keyboard, e.g. ALT-E for "Show in
Explorer."

Actual Results:  
The "Default Beep" sound defined in the OS is played.

Expected Results:  
Performed the command.

Theme: "Modern"

I have reproduced this with the "Classic" theme.

the 1.2.1 version is quite old. 
Can you try again with a more recent one, like 1.3 or 1.4a ?

confirming bug
I tried to open some of my downloaded textfiles with ctrl-e, to no avail, only
heard a sharp bell-tone.
