20233 - Send HTML/Plain text preference not honored

When sending messages from an account which has "Compose messages using HTML
enabled" to an email address for which no HTML/plain text preference is known,
the message is sent as HTML.  The user should be prompted for a choice of Send
plain text/HTML/both, if this is selected in the Formatting section of the
Preferences.

zach - I think you are talking about the "Intelligent Send" feature which still
needs to be implemented :-)
