The Preferences Dialog is too small for some pref panels. Some of the Mail/News panels do not fit in the pref dialog. We need to support an iframe for the panels that is is set to some number of 'em' units that allows for the size of the panels that we were using in 4.x. It is resonable to say that we cannot make the panels larger (in content) than the 4.x versions, but currently we cannot even make them as large as they used to be. It looks like we may be using a larger font in 5.0, but that should mean that we increase the size given to these panels.

with hangas' help, this is now fixed. now, the size of the pref window is set in pref.xul before, the size was set from C++ in nsPrefWindow.cpp the size was 436 x 504 (h x w) and now its 436 x 600 marking fixed.

All of the Mail and Newsgroups panels look fine under Linux. Marking verified, 1999121508 build, Linux.
Bulk move of all Pref UI component bugs to new Preferences component. Pref UI component will be deleted.
