In professional software development, it is useful to be able to categorize bugs
by type. For example, in one bug tracking system I've used, each bug is
categorized as one of the following:

Bug - This is an honest-to-goodness bug in the code.
Enhancement - This is a feature/enhancement request.
Specification - This is a bug in the specification.
Documentation - A bug in the documentation.
Usability - Not a bug per se, but something that affects the usability of the
product.

This information is useful on several fronts. It allows developers to focus 
purely on real bugs, and it allows managers to get more accurate metrics about
the product development cycle.

I agree with the fact BZ needs an additional "type" attribute.  Currently 
the "enhancement" severity is, IMHO, misplaced as it is a type and doesn't fit 
with the others.  I would propose:
1)Defect (aka bug) - existing functionality that does not work as expected
2)Issue - generic bucket for well issues (i.e. vacation schedule delays 
project timeline, no money to buy hardware, etc.)
3)Enhancement - Request for new functionality.

But I could envision this being a admin editable list to provide 
customizations.
