Attached is a trivial testcase (the styling is just to make the list items
display saner in DIR=RTL: the problem is reproducible without them as well).
Simply resize the window horizontally. At some specific widths (which seem to
vary from computer to computer), the list item's bullet is placed on top of the
text (instead of to the right of text, as it should be in RTL paragraphs).

To reproduce the problem, load the testcase and change the window's width
horizontally till you see the bullet "jump" on top of the text. This happens at
percise widths (for a single pixels) so resize the window slowly and watch the
bullet.

This page shows the problem, when a list without a border is inside a table in a rtl document the bullet position is wrong
I can no longer reproduce this after checking in bug 140611.
