the dialog to change proxies is too far down in the UI.  add a hotkey or single
click item in a menu to access it.

how likely will you change it often during the day? I think this is a very
unlikely case for the majority of users.
Bulk move of all Pref UI component bugs to new Preferences component.  Pref UI 
component will be deleted.
