I am able to use internet explorer to get this download.  I am also able to
download other files from download.com using mozilla.  This is the only instance
I've found (out of only a handful) that demonstrates this behaviour.

Reproducible: Always

Steps to Reproduce:
1.click on link to download manually
2.click on download site

Actual Results:  
files does not download; instead exe is opened as text file

Expected Results:  
run download manager

The site sends us text, we render text.  The extension does not matter.
