When I launch a new tab, it should default to my startup homepage (currently creates an 'untitled' page)

Currently, it creates an 'untitled' page. Further options can be provided such as 1. Default to the home page 2. Default to the last visited page 3. Default to the page new tab is launched from Reproducible: Always Steps to Reproduce: 1. 2. 3.

That doesn't work in 1.3 but 1.3 is to old. *** This bug has been marked as a duplicate of 200956 ***
