When I launch a new tab (either through 'New Tab' on the Tab bar or Ctrl-T), the
new tab should default to my startup homepage (similar to opening a new browser
window for the first time). Currently, it creates an 'untitled' page. Further
options can be provided such as 1. Default to the home page 2. Default to the
last visited page 3. Default to the page new tab is launched from

That doesn't work in 1.3 but 1.3 is to old.
