203073 - Prefs: remove networking.proxy.wais*

While working on testcases and using about:config, I saw that there are prefs for:

networking.proxy.wais
networking.proxy.wais_port

I don't know where these entries came from, because WAIS was never implemented
(bug 61540) and the old WAIS prefs UI for proxy was removed in bug 16739.

I found that the several sets of prefs file still have this line, see the
provided LXR URL.

Prefs are a code issue not a build issue. -> Networking

langpack jp-JP, trunk, phoenix and minotaur need to be changed. I'll see if this
needs to be done in one patch or by project. Camino doesn't have this problem
b/c it uses the OS-level proxy pref support.
