Steps to reproduce

1. Open a new tab and check the weather opt-in small size widget
2. Relaunch the browser in "work offline" mode to simulate a weather widget error
3. Observe the weather widget small card UI

Expected result

• Weather widget UI is displayed properly in the widget small card with both opt-in location options and error message

Actual result

• Weather small widget Choose location is displayed out of the container when an error message is displayed as well

When both the weather opt-in prompt and an error condition were active (e.g. offline mode before the user accepts the opt-in), the small weather widget rendered the error row in addition to the opt-in card, pushing the "Choose location" link out of its container.
