2035221 - If wallpaper list can't be queried from remote settings, wallpapers can't be uploaded.

We are looking at adding policy to turn off remote settings and one of the area that is impacted is wallpapers.

What I discovered is that if you turn off remote settings for wallpapers in updateWallpapers in browser/extensions/newtab/lib/Wallpapers/WallpaperFeed.sys.mjs, the default wallpapers go away (which I would expect) but upload goes away as well.

I would expect that Upload will still be available?

(You'll need to test this with a new profile)
