Currently:
typeof window.sidebar.addPanel == "function"
is true in both Phoenix(firebird) and Mozilla.

But it should only be true in Mozilla since Firebird doesn't allow users to add custom sidebars.

Henrik, I saw this linked on your blog.  Web Panels are coming, at some point. 
Hopefully 0.7, but that's hyatt's baby and we all know what he's doing these
days.  And since its going in at some point pre-1.0, this is a WONTFIX (we don't
waste time fixing minor stuff that will be fixed in 1.0).
