Now that ipc and transaction manager are part of the build, we need them to be in the GRE so that they can be used by embeddding apps for profile sharing. Mozilla does not currently use this, so it does not need to be added to all the installer packages, just the GRE.
BTW, There may be some component consolidation here, which should happen first. See bug 185706, comment 13.

Out-of-process browser plug-ins could make use the IPC service as well. This should be added to the Mozilla installer packages, too.
