In recent nightlies, it looks like a smooth scrolling feature's been
added -- pgdn refreshes the screen a few times while scrolling down,
and down refreshes the screen a few times while scrolling down a line.
On my older, slower boxen this refreshing is painful, especially
when hitting the down arrow a few times to read the next paragraph
via the keyboard.
Possible solutions:
1. Remove smooth scrolling (My preference ;)
2. Disable it for line scrolling (Decent compromise, probably the Right Thing)
3. Add a preferences option to disable it (Ugh, preferences band-aids)

The 'smooth scrolling' behavior exists both on the Linux and Solaris builds,
so I'm assuming it's intended to be a feature.
Scrolling is just painful on a Sparc Ultra 10,
and somewhat less painful on an Intel 450.

You can disable it by setting general.smoothScroll to false in about:config
