When clicking the Banner "シティバンクオンラインサインオン画面へ"( sorry
Japanese ), you could not enter the new page if you are not root/administrator.
Reproducible: Always
Steps to Reproduce:
1. login your PC by root/administrator
2. go http://www.citidirect.citibank.co.jp/CitibankHomePage/CDJ.htm
3. click the banner "シティバンクオンラインサインオン画面へ"
4. login your PC by another user
5. repeat 2-3
Actual Results:
Show the same page ( nothing occures )
Expected Results:
Show the next page ( Enter accountID/Password screen )
20030501 shows the same symptom.

I'm sorry this is not a bug, but my fault. "Block popup window" control caused
the problem. Even non root/administrator can open the page in case of unblock.
Please close this issue.
