A helper app for mime types image/* is not being used when clicked on
an image. Rather, the internal image handler is being used. This is annopying as
netscape browsers launched the helper first. However, a download (CTRL-U) will
do the right thing and consult the mime mappings.

Reproducible: Always

Steps to Reproduce:
1.assign helper app for image/jpeg (like xv),
2.click on a link to an image (like .gif or .jpg),


Actual Results:  
The internal image viewer is always being lauched.

Expected Results:  
Open the image using the helper, not the internal plugin.

I have tried this with all plugins removed, no success.
I did not find any hints online. A few folks at work have
accepted this inconvenience without question.
