XChat allows one to define commands, such as /foo, which can then be defined to
be whatever you want, such as /action foo %2 bar %3 baz, where %1 is the command
itself, %2 the first argument, %3 the next, and so on. This would be a handy
feature to have in Chatzilla for those frequently-typed commands.

Steps to Reproduce:
Additional analysis shows that xchat supports two formats for arguments. Using a
percent prefix grabs a single word, while an ampersand prefix grabs all words
following the index. For example, if the user creates a "FISH" command defined
as "/me whacks %2 onna head with a &3" and calls it with /FISH bob small
bluegill it will result in /me whacks bob onna head with a small bluegill.

There's no particular advantage to using %2 to mean the first word after the
command, but that seems to be how xchat and other irc clients work.

chatzilla 0.9.x has an /alias command.  parameters are all passed to the final
command though, no %n placements yet.

tomorrow's nightly build.  If you believe this bug has not actually been fixed,
please repoen it.
