Tentatively named layout.css.progress-function.enabled.
Implementation is straightforward per the progress() spec, though it has not been updated with the resolution from https://github.com/w3c/csswg-drafts/issues/11825 which introduced clamping between 0 and 1 by default.

Flipping the relnote flag since this is enabling a new feature for nightly builds only. Bug 2047345 will be used to launch this feature for release.
Release Note Request
[Why is this notable]: New CSS feature, parity with Chrome and Safari
[Affects Firefox for Android]: Yes
[Suggested wording]: Firefox Nightly now supports the progress() CSS function. This is a math function that can be used in calculations to compute the position of a value relative to a start and an end.

It should also be added to https://developer.mozilla.org/en-US/docs/Mozilla/Firefox/Experimental_features.
