If you try to send a message that contains foreign characters like Japanese and
you didn't select the proper encoding before hand, you get the following dialog
box when you attempt to send the message:

"The message you composed contains characters not found in the selected
Character Encoding,"

The user has to cancel the dialog and then go to the View menu and pick the
encoding.

Why not give the user the opportunity to change the encoding right from the
dialog box for better ease of use?  Anyone working with or communicating in a
foreign language will appreciate this simple feature.





Reproducible: Always

Steps to Reproduce:
1. Compose a message with some kanji characters in Western (ISO-8859-1) window.
2. Try to send it.
3. Look at the dialog box.

Actual Results:  
Dialog box appeared:

"The message you composed contains characters not found in the selected
Character Encoding,"

which gives you "OK" and "Cancel"



Expected Results:  
Should give you a way to change the selected encoding and try again without having 
to go back into the main program menu.
