2047706 - Implement Regular Expression Buffer Boundaries

Support in irregexp should come in with the update on Bug 2047268, assuming that implementation is complete, this is likely just a matter of enabling the option, and importing the relevant Test262 test.s

Removing the nightly-only note since the release note has been carried over for 4 cycles.
A final release note can be added and tracked under the bug that eventually enables this.
