Overview Description: Can't click in or type in text entry field

Steps to Reproduce:
1) Launch 19991201xx mozilla build
2) Load http://phonebook/
3) Try to click on the text entry field to the immediate left of the Search
button

Actual Results: Cannot click in or type in the field

Expected Results: Can click in and/or type in the field

Build Date & Platform Bug Found: Linux6 1999120109 mozilla

Additional Builds and Platforms Tested On:
	- MacOS86 1999120108 mozilla
	- WinNT 1999113012 mozilla (haven't been able to launch 1999120108 Win build)

Additional Information: Bug 12269 is currently blocked by this bug.

I see this on Linux as well.
Other text fields are Ok (e.g. bugzilla), is this
a frame/focus problem?

focus problem is my guess.  I have a similar bug about another page.
investigating...

same problem as 20372:  initial onLoad handler sets focus to text control, and
somehow that prevents the text control from EVER getting focus.
