In previous releases Mozilla Navigator opened a blank page, according to
definition in preferences, where "Blank page" was selected. Now it opens the
page defined in Home-page URL, even if "Blank page" is checked.

Steps to Reproduce:

Expected Results:  
Open blank page, as before.
Look in Preferences -> Navigator. There are different settings for startup, new
window and new tab.
