In the Script&Plugins the javascript control "Open unrequested windows:" is not present

In the preferences -> advanced -> script & plugin -> allow script to: the 
javascript control  "Open unrequested windows:" is not present so it's not
possible to block the pop up windows.
This problem is present in my installation of Mozilla 1.3 and 1.4b  on linux
(Mandrake 9.1), Windows 2000 and Windows XP.

Reproducible: Always

Steps to Reproduce:
Goto Privacy & Security > Popup Windows instead.
Status: UNCONFIRMED → RESOLVED
Closed: 21 years ago
Resolution: --- → INVALID

But the help windows in the preferences -> advanced -> script & plugin 
then is not telling the true.
i don't see any mention of unrequested windows in help
