This problem is present in my installation of Mozilla 1.3 and 1.4b on linux (Mandrake 9.1), Windows 2000 and Windows XP. Reproducible: Always Steps to Reproduce:
Goto Privacy & Security > Popup Windows instead.

Sorry! But the help windows in the preferences -> advanced -> script & plugin then is not telling the true.
i don't see any mention of unrequested windows in help
