After Mozilla 1.4b starts up, the initial window has none of my personal toolbar
items. It is blank. However, if I open a second window, it does have them.
Reproducible: Always
Steps to Reproduce:
1.Start up Mozilla

Actual Results:
With "Blank Page" chosen in Navigator startup preference, the page is blank all
right, but my personal bookmarks folders are gone too.
Expected Results:
Should have shown my personal bookmark folders like 1.4a would.
