In Mozilla 1.4b official release, while sending mail via *mailto:*, the
composing window warning me
can not send that mail with my specific character coding. It was ok in 1.4a.
Regression.
Reproducible: Always
Steps to Reproduce:
1. Visit any website with mailto:
2. Click the mailto: and composing your message.
3. Specify your character coding other than western iso-8859-1, for example
chose Chinese-Big5.
4. Sending that message.
5. Then you will see the warning
Actual Results:
Mozilla Mail should send the specific character coding mail via mailto:.

It appears, from attachment 122812 [details], that the mail *does* contain characters that
aren't part of Big5 -- specifically, the little decorative characters in the
signature. See bug 249530, which is about providing a "send this message
anyway" option from the dialog.
=>INVALID since I have not gotten any response from reporter in any of his
myriad other bugs.
