When closing a tab, you should be returned to the previous viewed tab, rather than the tab adjacent to the one closed.

The browser should remember the tab view sequence, similar to how windows
handles most program application dialogs.  So when you close the tab, it takes
you to the tab viewed before that one..   This is a usability issue.  Most
poeple like to temporarily open a new tab to view a link or open a new browsing
branch, however if the page doesn't interest them they can close it and return
to the original view that has their browsing focus preserved.  I do this becuase
simply hitting back takes you to the original page, however it may be refreshed,
and you have to surf down to the location where you last stopped.  It is more
convenient to just open a new tab, and close it and returned to where I last was.


Reproducible: Always

Steps to Reproduce:
1. have 4 browser tabs open
2. on first tab farthest to the left, open a new tab from a link or new tab
button.  a 5th tab should appear that far right.
3. close that new tab.

Actual Results:  
the tab closes, but you're returned to the 4th tab rather than the first one,
where you last were.

Expected Results:  
you should be returned to the first tab back to where you last were.
