Since bug 201177 has been fixed the help for the Naviagtor Prefs page is out of
date and needs to be updated to reflect the new prefs and options

My first pass - needs work:

# Display on: Choose one of "Navigator Startup", "New Window" or "New Tab" from
the drop down list. "Navigator Startup" lets you control what Mozilla displays
when it first starts up and when you open a browser window when no other browser
windows are open. Choose one of these buttons:

    * Blank page: Causes Navigator to start up without automatically loading a
web page.
    * Home page: Causes Navigator to load your home page (specified below) every
time it starts up.
    * Last page visited: Causes Navigator to start up by loading the page you
were viewing right before you last exited Mozilla.

 "New Window and New Tab" lets you control what mozilla displays when you open a
new window / tab from an existing browser window. Choose one of these buttons:

    * Blank page: A new window/tab is opened without automatically loading a web
page.
    * Home page: Causes Navigator to load your home page (specified below) in
the new window/tab.
    * Last page visited: Causes Navigator to load the last page you were viewing
in the new window/tab.

verify fixed. the format looks a bit weird though:

          * Select Navigator Startup to set what Navigator will display at
            startup.
          * Select New Window ...
   2. Select one of the following checkboxes:
          * Blank page: Causes Navigator to display a blank page.
          * Home page: Causes Navigator ...
