MS IE 6 (on Win XP) supports X-ISCII-de (Devanagari), X-ISCII-BE(Bengali) and six other Indic scripts. The following is what I got from Alok Kumar. AK> Devanagari, Bengali, Tamil, Telugu, Assamese, Oriya, Kannada, Malayalam, AK> Gujarati, Gurmukhi are code pages 57002 thru 57011 on WinXP with Indic. Decoders for them should be relatively easy to write considering there's almost 1:1 correspondence between ISCII and Unicode Indic script block. We also have an example to follow in Yudit(http://www.yudit.org). ISCII is also available in PDF on the net.

Do we want this? These seem to be IE-only, it's probably better not to add encodings unless required for compat.
