2054109 - Picture of the Day widget: UX refinements

Client-side fixes needed before the World Cup XPI cut:

Menu ("...") button

• Not visible over light photos — add a background/contrast treatment behind the icon.
• Use the small button icon size, matching Stocks and Clock.
• Tooltip should match other widgets ("[widget] options" / "Open menu for [widget]").

Header

• Header font is bold and inconsistent with other widgets — match the standard widget header style.

Hover

• Remove the white outline that appears outside the widget on hover.

Set as wallpaper

• The "Set wallpaper" → tick animation is wonky, and there's a flash on click.
• After the wallpaper is set, the CTA still shows the "Set wallpaper" icon instead of the tick, and offers no further action (related to the stale "already set" state, bug 2 in this stack).

Blocked on API / attribution (tracked separately, not client-side):

• Missing attribution line.
• Missing links to the Wikimedia URLs.

Normalized the title weight, added title padding, and made the context menu icon legible over the photo
