Add a pref (with trainhopConfig override support) to enable/disable the "Set as wallpaper" CTA on the POTD widget, so the feature can ship disabled if it is not ready in time and be turned on later via train-hop. Reads must go through a resolve* helper rather than reading the raw pref, per the train-hop pref-gate convention.
