When I CTRL+CLICK a link, Mozilla opens new window not a new tab.

When I am ony any website, I CONTROL+CLICK to open a link in a new tab but I see
a new Window instead.
Reproducible: Always
Steps to Reproduce:
1. Go To A Website (mozilla.org works)
2. Hold CTRL and CLICK a link
Actual Results:
It opened a new WINDOW with the link I clicked.
Expected Results:
It should have opened the clicked link in a new TAB.

Reporter: Did you go to Edit | Preferences | Navigator | Tabbed Browsing and
click the checkbox "Middle-click, Control-click, or Control-Enter on links in a
web page."
This must be done before CTRL-click will open in tabs.

I didn't know you had to enable it. I thought it was automatic. My error.
