When "Hide the tab bar when only one tab is open" closing the last tab hide the
tab bar.

Reproducible: Always

Steps to Reproduce:
1.set the "Hide the tab bar when only one tab is open" to off
2.close all tabs
3.

Actual Results:  
the tab bar is hidded

Expected Results:  
Not hide the tab bar.
IMHO this ia a dup of bug 156082.

Reopening.

This bug is specifically about the preference - I think that bug 156082 wants to
get rid of the preference and disable closing the tab bar altogether.  (It's a
Subtle difference.)
