When an update is made to a bug in Bugzilla, it used to send out one email that
was addressed to the originator and the CC address. Now bugzilla is sending out
two emails: one to the originator and one to the CC address. If the originator
is in the CC group, then he/she gets duplicate emails.
Reproducible: Always
Steps to Reproduce:
1.Create a bug report
2.Place an address in the Email CC field.
3.Update the bug.
Actual Results:
The update will generate two emails: one for the orginator and one for the CC.
Expected Results:
One email should have be generated with the orginator in the TO: field
and the the designated recipients in the CC: field.
We were using Bugzilla version 2.12 before and this problem did not occur.

This is an intentional feature. Each user gets personalized email now based on
their relationship to the bug, etc.
If you have more than one relationship to the bug (reporter and on the CC list
for example), you will NOT get more than one email. It sends one email per person.
